1 Charges for Take-Off and Landing Operations1

1起飞和降落运行费用

1.1 Take-off/landing charge for flights performed on the basis of the concluded contract is levied in the amount of EUR 10 for each ton of the maximum take-off weight of aircraft.

1.1 对于已签订合同执行的航班，飞机起飞/降落费用按飞机最大起飞重量每吨10欧元收取。

1.2 Take off/landing charges of 50% of the rate shall be collected for the aircraft landing at an alternate aerodrome due to meteorological conditions, technical fault of aircraft, aircraft familiarization flight, training flights in terminal area, flight calibration of radio-navigation aids and other causes related to emergency landing of aircraft.

1.2 航空器因气象原因、技术故障、盘旋飞行、机场区域训练飞行、无线电导航设备飞行校验以及紧急迫降等原因，需在备降机场着陆时，按收费标准的50%收取费用。

1.3 Take off /landing charge of 80% of the rate shall be collected for technical landings of aircraft for refueling operation (when physical load change is not involved)

1.3 飞机进行技术着陆加油时（商业装载没有变化），按收费标准的80%收取费用。

1.4 When setting the rate of the charges for take-off/landing operations any fractional part of unit of mass (ton) shall be rounded upwards to the nearest integer.

1.4 计算起降费费用时，收费标准以重量单位（吨）计算的小数部分应当四舍五入到整数部分。 

1.5 For each take-off/landing operated between 22.00 and 06.00 local time, additionally 30% of take-off/landing charge will be collected.

1.5 当地时间22:00 至 06:00期间每次起降，额外收取30%的起降费。 

1.6 For each take-off/landing of aircraft on official holidays, an additional 20% of the take-off/landing charge will be collected.

1.6 当地国家法定节假日期间每次起降，额外收取20%的起降费。

2. Charges for Aircraft Parking and Flying Line 

2. 飞机停放费

2.1 Charges for aircraft parking at Heydar Aliyev International Airport

for passenger aircraft - 3 hours

for mixed cargo aircraft - 4.5 hours

for cargo aircraft - 6 hours

are collected from MTOW of aircraft

2.1 盖达尔阿利耶夫国际机场的飞机停放费：客机-3小时、客货机-4.5小时、货机-6小时， 按飞机最大起飞重量收取。

Type of aircraft (passenger, mixed cargo and cargo aircraft) is confirmed by the aircraft documentation.

飞机类型（客机、客货联运机和货机）由飞机文件确认。

2.2 If an aircraft operating scheduled flights is parked for more than the time specified in the Clause 2.1. above, the charge for each subsequent hour of parking shall be collected in the amount of  parking charge multiplied by 3 (3x coefficient).  If the aircraft parking time exceeds 15 minutes, it shall be rounded up to the nearest whole hour.

2.2 执行定期航班的航空器停放超过2.1条规定时间的，之后其每小时按停放费的3倍收取费用。当飞机停放超过15分钟时，则四舍五入至整小时。 

2.3 If an aircraft operating non-scheduled flights (charter, registered, transit) is parked for more than the time specified in the Clause 2.1. above, a parking charge shall be collected for each subsequent six (6) hours of parking in the amount of parking charge. If the aircraft parking time exceeds 30 minutes, it shall be rounded up to the next (6) hours.

2.3 执行不定期航班（包机、注册航班、过境航班）的飞机停放超过第2.1条的规定时间，则应按其后每六(6)小时收取停放费。当飞机的停放时间超30分钟时，则向上取整至接下来的六 (6) 小时。

2.4 If the aircraft operating scheduled flights is parked by a reason of crew rest, the charge will be collected under the terms and conditions of unscheduled flights (charter, registered, transit).

2.4 执行定期航班的飞机由于机组人员休息原因而停放，则根据不定期航班（包机、注册航班、过境航班）的条款收取费用。 

3.Airport Passenger Charges 

旅客机场收费 

3.1 Airport passenger charge in the amount of EUR 20 per passenger above 2 years shall be collected from the aircraft operator departing from Heydar Aliyev International Airport.

3.1 两岁以上旅客从盖达尔阿利耶夫国际机场出发时，承运人应收取旅客离港税，每位旅客20欧元。 

3.2 Airport passenger charge is not collected from aircraft operator for:

-passengers of local airlines

-transit passengers, continuing their journey on the same  aircraft at which they have arrived at

 Heydar Aliyev International Airport (no more than 24 hours).

- passengers of non-commercial flights (governmental, search and  rescue, test flights, distillatory, military,deport and business aviation).

3.2 下列旅客承运人不需要收取机场费用:

-本地航空公司的旅客；

-过境旅客，乘坐抵达盖达尔阿利耶夫国际机场的同一架飞机仍需继续飞行(不超过24小时)；

-非商业航班(政府、搜救、调查、转场、军事、驱逐出境和公务航班的旅客）。

4 Fine sanctions   

4.罚款处罚

4.1 In case of littering of parking area through the fault of the aircraft owner (operator), a fine of EUR 600 is charged. 

4.1 由于飞机所有人（经营者）的过失在停机区域乱扔垃圾，将被处以600欧元的罚款。 

4.2 In case of spillage of fuel and lubricants on the apron with the total spillage area up to 10 m2 through the fault of the aircraft owner (operator) a fine of EUR 1.000 is charged.

4.2 由于飞机所有人（经营者）的过失导致油料泄漏在停机坪上，且溢出总面积不超过10方米，则罚款1,000 欧元。 

4.3 In case of spillage of fuel and lubricants on the apron with the total spillage area of more than 10 m2 through the fault of aircraft owner (operator) a fine of EUR 2.000 is charged.

4.3 由于飞机所有人（经营者）的过失导致油料泄漏在停机坪上，且溢出总面积超过10平方米，则罚款2,000 欧元。 

4.4 In case of discharge of toilet tanks contents onto the apron through the fault of the aircraft owner (operator) a fine of EUR 600 is charged.  

4.4 由于飞机所有人（经营者）的过失导致厕所水箱中的水流排放到停机坪上，则罚款600欧元。 

5. Charge for the Issuance of Landing Permits for  Charter Flights 

5.包机降落许可证收费 

5.1 Set the following rate of charges for the issuance of landing permits for charter flights (including landings of aircrafts with non-commercial purposes (technical landings)) 

5.1 包机航班降落许可收费（包括非商业目的飞机着陆（技术着陆）

5.2 When performing one-off flight operations: 

5.2 执行一次性航班时：

5.2.1 Upon receiving of a request for the issuance of permit  up to 72 hours from the expected time of departure from the airport of departure –  EUR 100

5.2.1 在飞机预计从出发机场起飞时间前72小时收到许可请求 - 100 欧元 

5.2.2 Upon receiving of a request for the issuance of permit from 72 hours up to 12 hours prior the expected time of departure from the airport of departure –  EUR 200

5.2.2 在飞机预计从出发机场起飞时间前72小时至12小时收到许可请求 - 200 欧元 

5.2.3 Upon receiving of a request for the issuance of urgent permit from 12 hours up to 3 hours from expected time of departure from the airport of departure –  EUR 300

5.2.3 在飞机预计从出发机场起飞时间前12小时至3小时收到紧急许可请求- 300 欧元

5.3 When operating charter flights on regular basis:

5.3 执行定期包机航班时：

5.3.1 With a license period up to three (3) month (inclusive) -  EUR 500

5.3.1 有效期最长为三 (3)个月（含）的许可费 - 500 欧元

5.3.2 With a license period for more than three (3) month till the end of IATA  valid period – EUR 1000 5.3.2 在IATA到期前超过三 (3)个月有效期的许可费 - 1000 欧元

5.4 To define the following procedure for collecting of “ Landing Permits Charges”:

5.4 收取“落地许可费”的类型：

5.4.1 The exact time of receipt of the request is defined in accordance with time, indicated in the radiogram, telex and e-mail, and in case  the request is received by facsimile - by receipt of message to facsimile terminal of Dispatcher Service.

5.4.1 收到申请的确定时间以无线电报、电传和电子邮件中注明的时间为准，如果通过传真收到申请，则以调度服务传真终端收到消息时的时间为准。

5.4.2 When performing charter programs on regular basis (including aircraft landings with non-commercial purposes (technical landings)) the charge specified in the Clause 6.3 of the Order, is collected on a one-time basis (one-time fee).

5.4.2 执行定期包机航班（包括非商业目的的飞机着陆（技术着陆））时，将一次性收取第6.3 条款的费用（一次性费用）。

5.5 The charges will not be collected from airlines (Carriers), performing the following types of flights:

5.5 承运人执行下列航班时，不收取费用：

5.5.1 Government/ state/peacekeeping visits to the Republic of Azerbaijan on request by the Ministry of Foreign Affairs of the Republic of Azerbaijan;

5.5.1 应阿塞拜疆共和国外交部的要求，对阿塞拜疆共和国进行政府/国家/维和访问； 

5.5.2 Search and rescue flights (including technical landings) in International airports of the Republic of Azerbaijan;

5.5.2 阿塞拜疆共和国国际机场的搜救飞行（包括技术着陆）；

5.5.3 Humanitarian flights (transportation of military and humanitarian cargo for the Republic of Azerbaijan);

5.5.3 人道主义航班（为阿塞拜疆共和国运输军事和人道主义货物）； 

5.5.4 Scheduled flights on basis of Intergovernmental  Air Service Agreements signed between or initialed by the Republic of Azerbaijan with other states;

5.5.4 根据阿塞拜疆共和国与其他国家签署或草签的《关于飞机运输的政府间协定》的定期飞行； 

5.5.5 Operations of aircraft in distress (compulsory landings), in case of aircraft return (without changing of revenue load), as well as due to emergency situation related to an act of unlawful interference in civil aviation activities.

5.5.5 飞机飞行遇险(强制着陆)、飞机返航(商业装载没有变化)以及由于非法干扰民航活动的行为而导致的紧急情况； 

5.5.6 Charge for the issuance of landing permits is collected from airlines (carriers) registered in other states operating charter flights in Heydar Aliyev International Airport of “Azerbaijan Airlines” CJSC for commercial and non-commercial purposes.

5.5.6 向在其他国家注册，在盖达尔.阿利耶夫国际机场运营商业和非商业目的包机航班的航空公司（承运人）收取着陆许可费。

6. Conditions for Exemption From Charges 

6.豁免收费的条款

6.1 Airport charges specified in Sections 1 and 2 are not collected from the Carriers, operating the flights under auspices of the United Nations, Red Cross, and those arriving at Heydar Aliyev International Airport with humanitarian aid for the Republic of Azerbaijan.

6.1 第1和第2条中规定的机场收费不向联合国、红十字会支持下运营的航班以及为阿塞拜疆共和国提供人道主义援助抵达盖达尔阿利耶夫国际机场的航班承运人收取。 

6.2. Airport charges, specified in Sections 1 and 2 are not collected from the Carriers operating the flights related to the search and rescue of people, and from the aircraft in distress.

6.2. 第1条和第2条中规定的机场费用不向执行搜救航班人员以及航班坠毁的运营商收取。

6.3 Airport charges specified in Sections 1 and 2 are not collected from the flights starting and ending at Heydar Aliyev International Airport, without intermediate stop and changes of commercial load, i.e. when performing a return flight.

6.3 当在盖达尔阿利耶夫国际机场开始和结束的航班没有中间着陆且不改变航空器的商业装载时，即当航空器返航时，不收取第 1条和第 2 条规定的机场费用。 

6.4 Airport charges specified in Section 2.2 are not collected in case of flight delays due to meteorological conditions at the airport of departure (entry) or on route.

6.4 因出发（入境）机场或跑道上的天气原因导致航班延误，不收取第 2.2 条规定的机场费用。 

6.5 The airport charges specified in Section 2.2 are not collected in case of forced landing or flight delay due to failure of material equipment and classification of aviation event as “incident” – for the period of performance of necessary work to eliminate defects for release of a serviceable aircraft.

6.5 由于重大设备故障导致航班迫降或延误时被归类为“事故”的事件，则在执行必要工作解决故障期间，不收取第2.2条规定的机场费用。 

6.6 Airport charges specified in Section 2 shall not be collected in case of flight delay due to emergency situations connected with the act of unlawful interference in the Civil Aviation activity.

6.6 与非法干扰民用航空活动的行为有关的紧急情况下的延误，则不收取第2条规定的机场费用。

该项目为框架合同，无固定总金额，供应商已对全部内容进行报价，按需结算，成交金额37500000元人民币，拟签订合同期限3年。
